Prime Minister’s Youth Laptop Scheme Phase-III

Background of the Scheme

The Higher Education Commission formerly ran two initiatives (Prime Minister Laptop Scheme Phase-I and II). The Higher Education Commission was the program’s executing agency under Prime Minister Laptop scheme II, and about 500,000 laptops were successfully distributed through a transparent online system throughout public sector universities and technical institutions, including Federal and FATA campuses. In order to ensure openness, information was made available on the HEC website.

It is a recognized truth that intellectual capital determines a country’s economic progress. Pakistan is unique in that about 63% of its population is under the age of 30. If not addressed properly, the shortage of young people will have a negative influence on Pakistan as a country, depending on how the country invests in the youth by providing them with excellent education, jobs, and meaningful engagement opportunities.

The government has recognized the significance of this reality and has launched particular programs to exploit the potential of the youth, reduce unemployment by offering necessary skills, and foster an entrepreneurial culture.

Introduction about Phase-III (2022-23):

Pakistan’s Honourable Prime Minister declared that the government will offer laptop computers to bright youngsters under Prime Minister Laptop scheme. The program intends to provide laptops to young and brilliant students studying in public sector Higher Education Institutes (HEIs) across the country including Azad Jammu and Kashmir. ECNEC has authorized the project as the Prime Minister Youth Laptop Scheme (PMYLS) Phase-III. With this aim, 100,000 computers will be awarded on merit to brilliant pupils using an online transparent method. The Higher Education Commission has successfully implemented two similar systems in the past.

Objectives:

Vision of the Government:

  • Improving the quality of science and technology education, including the use of ICT.
  • Creating connections between industry and their education and training providers.
  • Smart campuses enable rapid networking and an enhanced learning environment.
  • Increase industrial productivity and value addition.
  • To guarantee that the full potential of information technology is leveraged to improve the education sector.
  • Increase productivity and efficiency by implementing cutting-edge IT solutions.

Contours that are in line with the Vision:

  • Computers have been considered one of the future development drivers.
  • Contributing to the digitalization of every school, college, and institution.
  • Contributing to the primary component (i.e., devices) of the Smart Campus Systems idea.
  • Aiding in the maximum use of IT’s capabilities to assist the education sector.
  • The project is intended to increase youth outreach to information and communication technologies (ICTs) in order to bridge the digital divide not just within the higher education sector, but also across other sectors and communities across the country.

HOW TO APPLY:

Students are encouraged to apply online by registering or updating their profiles at the Students’ Service Portal link below under Prime Minister Laptop scheme. (Students can apply via web portal or mobile app).

ELIGIBLE UNIVERSITIES:

Students enrolled in HEC-recognized public sector universities/degree awarding institutes and sub-campuses can apply for Prime Minister Laptop scheme.

Students who registered no earlier than the start date of their particular program, as shown in the table below:

  • The candidate must possess a current CNIC/B-Form number.
  • Must be a current student as of the application deadline, June 30th, 2023.

  • Students pursuing an 18-year Ph.D./MS/MPhil study or a comparable curriculum.
  • Students pursuing a bachelor’s degree for four or five years (morning and evening programs).
  • Students in the MBA Programme (3.5, 2.5, and 1.5 years).
